Look for up and coming websites.  Most new businesses are hungry for traffic.  While they may not be able to pay high advertising rates, they may be a great place to start.  Once you can show larger businesses that advertising on your site will produce a substantial return on investment, you can demand higher advertising rates. 

Lastly, take a look at the people who contact you.  Many webmaster receive frequent communications from customers, visitors, and potential partners.  Analyze each email to see if they are a potential advertiser too.  They already know your business and have an interest in your products or services which makes them a likely candidate.
